The Joint Committee on Human Rights would like your views on this Bill, which would extend the use of the most severe sentences available, Whole Life Orders, increase the time that serious sexual offenders must spend imprisoned, introduce a presumption that short prison sentences should not result in immediate custody and increase eligibility for early release of prisoners on home detention curfews. The proposals in the Bill may engage human rights, most notably the right to liberty under Article 5 of the European Convention on Human Rights.
