The Emergency Services Network (ESN) is the programme to replace the existing, Airwave, communications system used by the police, fire and ambulance services in England, Scotland and Wales. The Home Office previously expected that emergency services would start using ESN in September 2017, allowing Airwave to be replaced in December 2019. In September 2018, the Home Office announced a ‘reset’ of the delayed programme based on the phased introduction of ESN services. The Public Accounts Committee has regularly questioned the Home Office about the progress of the ESN programme. This inquiry continues that scrutiny and will consider the extent to which the 2018 reset has addressed the problems in the programme.
