Mr Paul Milton – Written evidence (LSI0056)

My knowledge of life sciences’ has comes from personal experience and going through the medical and health care system myself and from people I have met, or who have reached out for my help or support, or needed help.

From a disabilities background, working, and helping this sector, the basics ultimately matter. Be it a breathing machine, a night carer or helper, or simply just someone watching out for someone or asking how they are or just trying to understand what a person is going through?

We are looking at the strategic strategy proposed for areas for further research and support, but we must be careful not to jump and skip over the basic problems facing are our health care system from medical staff retention, training, and recruitment not forgetting to take into account the true extent of Brexit and the effects it may or may not have on the labour market and health care system.

Whilst writing this report and recommendations I need to thank GSK Glaxo Smith Kline for their supporting details.

I was recently approached by a local charity who work and deal with a very important part of life sciences the pre natal care of babies but predominately the health implications around Strep (B).

In most cases antibiotics are issued to treat strep (B) but because of over prescription and miss-use of antibiotics a majority have become resilient which leads me to my first proposition for future study and development in life sciences.

Proposition: -

I want to push and put forward a suggestion of future study and development of antibiotics, this view is also concurred by other medical professionals in the medical field who also concur my findings conclusion and theories as well.

We are leaning more towards injecting and infusing the body with outer elements and chemical's to try and treat certain ailments, we need to reverse course and reverse mechanic and actually utilise the body’s natural structure’s Increasing the bodies immunity Chi Lob 7/4 and cellular strength, increase BPC 157 cellular regeneration T-Cell production and look more at non compound approaches. (AMP'S)

CHI LOB 7/4:-

Are target based protein structures again the potential for MAB’s Monoclonal antibodies is vast in my opinion because they can be aimed and trigger in two ways. One by triggering an immunity response or by blocking molecules that stop the immunity from working both target based.

BPC 157:-

Cellular regeneration is a topic, which interests me, we know of the films of Wolverine and the X-Men being able to heal and regenerate or salamanders re-growing missing limbs. The idea that we could possibly send thought waves to certain parts of the body and regenerate limbs intrigues me, the potential scientific avenues of research in regards to BPC 157 as well. Studies done on rats utilising BPC 157 have shown dramatic results on the site of damaged nerve cells and anatomical structures increased responses and strengthened structures.

Life Sciences Medical Ethics:-

We are looking at life sciences in terms of what area’s we can improve on and ultimately the end goal to prolong life but we must take into account “Who are we to play god” as well in terms of ethical medicine and science. Currently the lines are becoming very blurred in terms of science we need to be careful.

Investor Relations:-

The area of antibiotics has not had proper and decent funding and backing for some time despite the push and influx recently of money into the medical and health care system and the need for newer and alternative versions of antibiotics. A majority of the time money destined for one part of the health care system ends up being used for something else, the main amount never truly ever makes its way to the essential part of the health care system, for example social care and supplementary.

One of the main problems the area of antibiotics R&D has faced is that it is antibiotics, as with disabilities certain disabilities are treated differently and more favourably. Disabilities you can see, physical disabilities ailments people cans see the suffering and in turn when giving are more likely whilst mental health and autism a person with autism or on the spectrum may look I hate to use the phrase normal or none symptomatic.

Another factor with antibiotics is the money needed to push forward new discoveries in this field and area.

The area of life sciences and this review crosses over with my recent visit and trip to (UNHQ) for advances to be made we need to work unilaterally and governmentally again Brexit and the final trade and negotiation’s and deals will be a big decider. “I did raise concerns months before about this area with my concerns with the Erasmus program and exchange of knowledge in terms of sciences.

It’s a very concerning and worrying predicament to think that are countries health may be jeopardised as result of Brexit these facts should have been made more evident when deciding the future of (UK) and exiting the (EU).

In terms of increasing investor, relations or more investment into this sector or any life sciences sector an investor wants to see results but also revenue back something back from investing like dragons den .GSK has launched programs such as the PPP’s “prizes” program aimed at prioritising antibiotic usage. Investors being able to see the benefits or results of their investments is key to the finance being available to push forward innovations in this sector or any life sciences subject a justification.

Brexit has changed the game totally in terms of health and our countries future, it had its benefits of certain areas and topics, which were lacking that needed reviewing will be reviewed as such but as result, funding on certain areas has to be cut to deal with the devolution process. The question asks if we can be world leading but realistically I think we need to prioritise certain subjects and topics have already felt the wrath of Brexit in some cases a tick was all that was needed if we were to keep or not. In answering the world leading to achieve this, we need to address certain subjects such as immigration border control etc reason being the game has changed as result our country has to change. By prioritising, we then focus our resources because we leaning and looking more at an independent UK which it is looking more and more like.

Some intentions and parameters of this review aren’t really relevant in context with our countries current state I’m not being rude or defamatory but in context with the current situation the question’s aren’t really appropriate.

(UK) Compared to Germany and United States in terms of health and priorities:-

Whilst writing this report I had a chance of looking at the 2011 life sciences report again a lot of similarities and similes in regards the current situation, if anything I think we need to prioritise this sector more along the same lines as China.

(10) Procurement and NHS Public Procurement:-

Procurement Policies: - Directives, regulation’s policies and guidance relating to the procurement of supplies and services and work’s for the public sector. In basic terms a (contract of work) sourced out.

The government looks for companies, or organisations, to give certain services. These procurement policies (funded contracts) need further looking into but primarily making sure these companies, organisations, and charities they source the work out to keep to the equality act themselves.

Procurement Policies Recommendation’s:-

By outsourcing via these procurement’s standards can drop, we cannot simply rely on that these contracts given to these third parties will sort out a problem. “My suggestion is a reform of the area of procurement polices better regulation of these procurement policies who they are handed to standards of these third parties they give these procurement contracts to, and why, and what, they intend to do with the procurement contract once obtained”. “Better regulation is needed of the sector of procurement policies to maintain equality and fairness in actual real life”.

Outsourcing never pay’s off my first suggestion to keep a better eye on the standard’s don’t outsource keep in house to keep a better eye on the standard of procurement policies provided a government body for each subject more control and it will be easier to maintain standards by out sourcing your relying on these third parties to do a job. In several months time how do you know these standards won’t of dropped or unless regularly checked?

The EU treaty is supposed to reinforce these procurement polices making sure the third parties keep to the equality act and that their fair and keep to the law but in reality it does not work.

With the impeding referendum, the nature of these policies and their strength of these policies may change depending on the referendum outcome.

The EU Treaty guidelines reinforce the procurement policies, equality, and rights.

(11) The approval rate of new drugs needs to be faster and investment put into this area as well as regulated.

(15)Life Sciences Minister:-

In terms of ministerial appointments, this falls under Prime Minister Theresa May’s jurisdiction, roles and transfers of duty are approved by the Prime Minister, this area is also connected to democracy, for a system to work like “The force” you need a balance positive and negative for a system or anything to work properly, without democracy within politics the system has no meaning or relevance or respect from the people for which it stands. The position of life sciences minister should be a joint position a minister for UK life sciences matters and a minister for the (EU) reason being each can focus on the task in hand better also an easier port of call in terms of outside interaction.

Recently we have seen some strange decisions in ministers with some less than favourable outcomes the ministers need to be trained in international relations business skills’ and up to date knowledge on science and technology with a general passion and desire for the subject if we want these ministers to promote these subjects.

Procurement and Development In science:-

The provision of contracts/finance to certain charities and organisations could allow them to proceed with ideas and avenues of research not thought of (But regulation and checking from start to finish of charities who successfully obtain provision is highly recommended).
