My documented advice is short and to the point and is as follows:-

1.     Nationalise Surgery’s from Trusts that includes Stakeholders. This will no longer be an incentive for surgery’s to withhold funds to pay the Stakeholder GPS.

2.     Employ more locums there are enough who are unemployed.

3.     This is unpopular but must be raised....A tier system for those who have generated NI through employment and from those with lesser or non at all. Would you pay £250 NI per month and be treated in an awful way as a paying contributor.
