DCMS Select Committee – Impact of COVID-19 on DCMS Sectors


The British Tourist Authority is the national tourism board. We have a remit to promote Britain as a destination internationally (VisitBritain), and England domestically (VisitEngland). We also have a statutory duty to advise Government on tourism policy, and to publish tourism statistics, research, and insight.

Question 1: What has been the immediate impact of COVID-19 on the sector?

  1. To understand the impact of COVID-19 on the sector, we must first examine the scale of the sector pre-coronavirus.
    1. Tourism is worth £127bn a year to the UK economy, around 9% of GDP. Tourism also represents the UK’s third largest service export.
    2. The sector supports businesses of all sizes across every part of the country, including 200,000 SMEs. The sector accounts for 10% of all jobs and was one of the key job creating sectors following the 2008 financial crisis.
    3. VisitBritain forecasted that in 2020 we would see 39.7m international visitors, spending a record £26.6bn, a 6.6% increase on 2019 spend. This 2020 forecast represented a 33% growth in visitors and a 58% increase in spend compared to 2010.
    4. Business visits and events attract international investment and support a wide range of sectors. In 2018, business visits accounted for 22% of all visits and contributed £4.5bn in spend.
    5. On a domestic front, in 2018 British residents took 97.4m overnight trips (for all purposes) in England, totalling an expenditure of £19.3bn.


  1. VisitBritain have modelled a range of several scenarios of the short-term impact on inbound tourism, reflecting the tremendous uncertainty about prospects for tourism.
    1. The hit to inbound tourism in 2020 in these scenarios ranges from £8.1bn and 12.1m visits in the most optimistic case to £22.3bn and 32.1m visits (compared to the pre-COVID forecast) in the pessimistic scenario.
    2. Our central scenario for inbound tourism to the UK in 2020, as of mid-April, is for a decline of 54% in visits to 17.8m and 55% in spend to £11.6bn.
    3. This would represent a loss vs the pre-COVID forecast of 21.9m visits and £15.1bn spend.
    4. We stress that this central scenario is merely one possible outturn and involves many assumptions and simplifications due to the fast-moving and uncertain situation; it is therefore subject to revision as the situation develops.
    5. Crucially, the central scenario assumes that recovery in inbound tourism starts in August, although is a gradual process taking some months for international tourism to return to more normal levels.
    6. This is a short-term outlook; the longer-term impact and path to recovery depends on wider demand (especially economic) and supply factors.


  1. VisitBritain have also run a domestic impact model for 2020. As with our inbound forecast, this represents a snapshot in time (forecast run mid-April) and makes a number of assumptions to provide an early estimate of impact. Subsequent developments could change the outlook.
    1. We have forecast a central scenario of £69.5bn in domestic tourism spend in Britain in 2020, down 24% on 2019 when spending by domestic tourists in Britain was £91.6bn. This comprises £16.7bn from overnight tourism (down 32% on the £24.7bn seen in 2019) and £52.8bn from day trips (down 21% compared to £67.0bn).
    2. This represents a loss of £22.1bn (£7.9bn from overnights and £14.1bn from day trips) – greater than the loss from inbound tourism in absolute value terms, although lower in percentage terms.
    3. For this analysis, we assumed a ten-week lockdown that ends at the start of June. We then assume a period in June-August when the tourism sector starts to open although social distancing remains in place and tourism spend remains well below baseline (pre-COVID) levels. Finally, we assume a bounce back period in the last four months of the year when many categories of leisure tourism benefit from pent-up demand. Each of these phases will affect different components of domestic tourism and categories of tourism spending differently.

Question 2: How effectively has the support provided by DCMS, other Government Departments and Arm’s Length Bodies addressed the sector’s needs?

As an arm’s length body, the BTA has been working to support the Tourism sector through the COVID-19 period. We have a statutory duty to advise Government on policy relating to tourism, and have been working to feed industry insight, views, and policy solutions into central Government.

  1. BTA Chair, Steve Ridgway, held an introductory meeting with industry leaders to establish the needs of the industry as a phase out of the lock down and recovery begins.
    1. Following this call, four work streams were created to collate specific policy proposals from across the industry - see Question 4, Section 1 for more detail.
    2. Talks have already begun between the BTA and Number 10, following an industry letter supporting this approach, and a final policy document drawing on the outcomes from these streams (see Appendix 1).


  1. The BTA have also convened a weekly Tourism Industry Emergency Response Group (TIER) to facilitate a communication channel between Government and Industry.
    1. The Tourism Minister, Nigel Huddleston, and DCMS officials join these calls and there is an opportunity for industry to feed back on the latest government business support and announcements.
    2. Members of the TEIR group also receive a daily update, which is circulated amongst the industry.


  1. VisitEngland has administered a £1.3m fund to support Destination Management Organisations (DMOs) during the COVID-19 period. This scheme will help to ensure DMOs can continue to provide crucial support and expert guidance to the hundreds of thousands of small-to-medium sized businesses that make up England’s tourism sector.
    1. The scheme covers costs of up to two members of staff with an upper threshold of £2,500 per employee per month and up to £5,000 towards operating costs over a three-month period. The scheme must support frontline business engagement and communication posts (not marketing or other functions).


  1. VisitBritain has conducted economic modelling and insight research during the COVID-19 outbreak. This is being shared where appropriate with industry stakeholders, media, Government and via our corporate website.
    1. Economic modelling (see Question 1, Section 2 and 3) and forecasts, are used to establish the scale of the virus’ impact on our industry.
    2. Ongoing consumer sentiment research (See Question 4, Section 1), helps the BTA and the industry to understand the changing nature of consumer behaviour so that we are able to adapt products, marketing, and policy accordingly.


  1. VisitBritain and VisitEngland provided industry updates and information to stakeholders throughout the crisis to ensure businesses were aware of the support they could receive, and the latest official guidance.
    1. VisitBritain’s corporate website, which displayed COVID-19 information and updates for industry, saw 1 million unique page views in April 2020.
    2. Regular industry newsletters, sent to 11,000 recipients, further provided updates to industry. Open rates are up 5% on our usual newsletters.
    3. VisitEngland’s Business advice hub has also expanded to include a COVID-19 section, directing tourism businesses towards the relevant Government schemes and guidance. This page was the 7th most visited on our website.


  1. Throughout the crisis VisitBritain and VisitEngland have been carefully considering how we can market Britain as an inbound and domestic holiday destination post-coronavirus.
    1. During the outbreak, we have carefully formed ‘in crisis messaging’ for our consumer channels, with new content that shares inspirational content linked to popular British culture to combat feelings of concern, frustration and boredom. The content includes recipes, playlists, film and TV trivia.
    2. We have been carefully monitoring Public Health England advice, as well as consumer sentiment research to shape future campaigns.
    3. There is an expectation that the domestic tourism market will be the first to return, however our current funding model prioritises international marketing. As we move into a Comprehensive Spending Review (CSR), we must consider how this should be shifted to reflect consumer behaviour, and capitalise on a potentially renewed interest in holidaying at home.

Question 3: What will the likely long term impacts of COVID-19 be on the sector, and what support is needed to deal with these?

  1. VisitBritain conducted a preliminary survey to understand the intended plans of domestic and overseas holiday makers over the 2020 summer period (July-September), and the likelihood of their holidays going ahead. The research was in field 2nd-4th April and surveyed 1,248 GB adults.
    1. The majority of the GB population who have planned a holiday from July to September believe it unlikely to go ahead. This is true for both domestic and overseas holidays.
    2. A minority of the population who have cancelled holidays are looking to replace them, but these replacement holidays are most likely to be from October onward.
    3. The South West and Scotland are the top destinations being considered, with rural and coastal the top location type.


  1. The BTA are organising a cross industry policy paper on the support required. See Question 4, section 1.


  1. Based on the likelihood of a slow or staggered return to international travel, and a more risk aware public, domestic tourism is likely to be the first to return – leading the recovery for industry. To best serve this new behaviour and promote destinations (and subsequently economic distribution) throughout England, additional resources must be sought to fund domestic marketing.
    1. The BTA currently receives £19.5m for VisitBritain and £6.9m for VisitEngland. Our international marketing receives an additional £22.1m boost from the GREAT campaign.
    2. The Discover England Fund, of which a further £5.4m was carried over into 2019/20 focuses on developing English product for promotion internationally.
    3. Traditionally due to our funding model, domestic marketing has not been the focus of VisitEngland activity, which instead has worked to create product, offer business advice and accreditation, and produce insights and research.
    4. An uplift in our funding during the CSR would enable us to work to promote English destinations to newly engaged Brits, encouraging them to visit underutilised spots - drawing them away from peak destinations, spreading the economic benefit, and extending the traditional tourism season.
    5. Embracing and encouraging this interest and enthusiasm for domestic holidays is key to getting the sector restarted, with many businesses significantly impacted by the drop in international visitors, especially during the beginning of the traditional tourism season.
    6. Without a strong domestic return, supporting tourism businesses to get back on their feet, the future inbound product offering will be depleted.


  1. Based on preliminary research and anecdotal evidence, we have heard feedback that some organisations have made a number of assumptions about how tourism will initially recover.
    1. Firstly, there is a strong assumption across industry that domestic tourism will be the first to return, with Brits using the relaxation of lockdown to explore their own country, with the reassurance of a familiar public health guidance and health system, while international travel is still restricted.
    2. Some also predict that the relaxation of isolation measures will prompt inter-generational holidays, with families looking to visit or spend time with relatives they have had limited or no contact with for some time. This may be influenced by the timing of the lockdown and school term times that could prevent families from taking trips. Outdoor spaces and attractions (such as National Parks, beaches, and gardens), will also likely be the first tourism spots to be able to reopen with social distancing in place. There may need be co-ordination amongst organisations in areas such as booking systems, infrastructure, and visitor information to ensure some popular spots do not reach an unsafe capacity and visitors are instead distributed to outdoor spaces with safe available capacity.
    3. Indoor attractions are expected to be among the slowest businesses to re-open. Closure of cultural attractions such as theatres and restaurants, as well as dense populations, may draw people away from city breaks. If such businesses are re-opened, social distancing measures may mean some businesses cannot operate at a capacity that makes them economically viable. As a result, there is support for any lifting of Government support (such as the furlough scheme) to be staggered to match the roll back of lockdown.
    4. The business events sector is calling for clear Public Health guidance on the ability to carry out organised meetings, events and conferences under social distancing measures, in order to aid the attraction of business events and visitors back to the UK.

Question 4: How might the sector evolve after COVID-19, and how can DCMS support such innovation to deal with future challenges?

  1. As previously discussed, through its role as an advisor to Government, VisitBritain has been co-ordinating with key businesses from across the tourism sector in order to understand the needs of the sector as the country enters the recovery stage. The ambition is to create a set of policy proposals to present to Government on behalf of the industry, providing a unified approach and setting best practice across the industry.
    1. Based on initial meetings the industry has formed four working groups;
      1. People: Considering what policies need to be in place to best protect jobs, retain skills, and keep our colleagues safe, as restrictions are lifted.
      2. Timetables: Understanding the lead-in times needed for businesses to get up and running, helping to accurately phase the lockdown withdrawal, and conduct business in line with public heath guidelines.
      3. Regulation: Establish what pressures can be lifted to aid the recovery of businesses, and adapt to new ways of working and travelling.
      4. Future Proofing: Using the Sector Deal outcomes to prepare the sector for a new era of travel and to support in the levelling up of communities across the UK - through data sharing, product development, and reducing the outbound deficit.
    2. We have attached a copy of the final document which was shared with Government as an appendix to this submission (Appendix 1).


  1. The developments of the sector post-coronavirus will be guided by consumer sentiment and behaviour. It is first important to understand the new behaviour patterns of both domestic and international visitors. To do this consumer surveys, which VisitBritain regularly conducts, must be carried out alongside analysis of the big data collected by businesses such as Online Travel Agents (OTAs), Search Engines, Banks, and telephone networks.
    1. Research will help determine where visitors are comfortable visiting, what experiences and attractions they feel comfortable doing, what reassurances they need to travel, and enable understanding of spend and visit patterns. Such data subsequently shapes how businesses will adapt their operations and how the BTA and DMOs will conduct their marketing strategies.
    2. The Tourism Data Hub, proposed in the Tourism Sector Deal, provides a vehicle to collect and analyse big data before sharing it with the industry – helping SMEs and DMOs shape their product development and marketing activity.
    3. Several large businesses committed to providing data to the Tourism Data Hub during the Sector Deal process, including; Airbnb, Barclays, BT, Expedia, Hilton, IHG, and Trip Advisor.


  1. Finally, the Tourism Sector Deal, announced in 2019, set out a roadmap for the next five years of tourism policy, while the circumstances for many have changed given COVID-19, the underlying issues remain the same. There is now an even greater need to support the industry as a key sector – boosting productivity in every part of Britain.
    1. Tourism Zones seek to solve the local market failures which prevent tourism from growing. These zones will be catalysts for innovative projects that expand the tourism season, increase productivity, and attract new and high value visitors. The best practice they create can then be shared with other destinations. DCMS are working on a prospectus for the bidding criteria there has been industry support for this project to continue post-COVID-19.
    2. The Tourism Data Hub, as described in Question 4 Section 2, will help us understand the new habits of customers as we enter a new era of domestic and international travel.
    3. Promoting the recruitment and retention of quality jobs will continue to be a priority for the sector. The industry has been particularly affected by redundancies as a result of the virus, we must ensure that we have a thriving industry that can re-attract the best skills and support people in every part of the UK to forge a career in our industry.
    4. The Business Events Action plan, which supports the attraction of events to the UK provides a long term pipeline of business for venues and neighbouring hotels, the events themselves also support other sectors and bring investment into the country. Support for this part of our sector must continue.

Executive Summary

Across four work streams, this paper outlines a series of recommendations, developed in consultation with the industry, which would help the tourism industry recover from coronavirus.

At the start of 2020 British tourism numbers were in rude health. The sector is worth £127bn to the economy annually, is the third largest service export, supports around 3 million jobs across all local authorities and accounts for 200,000 SMEs, as well as many multinationals and tech businesses. It has been a strong source of growth for the UK economy in recent years. Off the back of a strong 2019, VisitBritain had been forecasting inbound tourism to grow by 2.9% to 39.7m visits and for spending to grow by 6.6% to £26.6bn, setting new records in each case.

Tourism became the industry that was hit first and hardest by Covid-19 with cash flow drying up overnight and customers cancelling for months ahead and asking for refunds. The Covid-19 outbreak is unprecedented in its impact on the industry, with a collapse both in demand and supply. It will take some time, and ongoing support from national, regional and local government, to get an industry central to the national recovery back on its feet, starting with domestic tourism.

VisitBritain has carried out a rapid and extensive consultation across the sector with major industry players who were instrumental in the design of the Tourism Sector Deal, including representatives of Destination Management Organisations (DMOs), businesses, trade bodies and more. We are grateful for the time taken by everyone to share their thoughts and in many cases their own research with us.

After setting out the impact so far and our current economic modelling on the likely impact of continued lockdown or social distancing, this paper proposes actions for government across four work streams:

  1. Timelines: Understanding the lead-in times needed for businesses to get up and running, helping to accurately phase the lockdown withdrawal.
  2. People: Considering what policies need to be in place to best protect jobs, retain skills, and keep our colleagues and customers safe, as restrictions are lifted.
  3. Regulation: Establish what pressures can be lifted to aid the recovery of businesses, and adapt to new ways of working and travelling.
  4. Long term future: Using the Sector Deal outcomes to prepare the sector for a new era of travel and to support in the levelling up of communities across the UK - through data sharing, product development, and reducing the outbound deficit.


Economic impact and forecasts

Value of tourism: Tourism is a vital contributor to the economy and has been one of the sectors hit hardest by lockdown, with losses in the £billions. Our worst case forecasts for both domestic and international visit numbers and spending are now best case outcomes.


Losses to business: The impact on businesses has been significant, immediate and unevenly spread across the country. Its seasonal nature - 70 per cent of business activity in tourism happens between April and October – has exacerbated the impact.


Consumer sentiment: Uncertainty about when the lockdown will end means that it is important to monitor and understand customer sentiment, but some early trends are emerging amongst Britons.


International visitors’ readiness to travel: International sentiment is similarly changing fast at the moment, with those further along in the pandemic process more likely to be considering holidays.



Understanding the lead-in times needed for businesses to get up and running, helping to accurately phase the lockdown withdrawal.

As a consumer facing industry, we all recognise that public safety and confidence is crucial to reopening successfully – and the British public is more supportive than other countries of maintaining the lockdown as long as is needed to protect the NHS and save lives. Once the lockdown ends, the government has indicated that a phased approach to recovery is likely. If the lockdown ended at the start of June, we could expect to see:

Clearly the tourism industry needs a long term plan and programme of support stretching well into 2021.

The industry needs:

A standards-led approach which allows businesses and destinations to assess their ability to reopen under clear criteria.


Clear guidance to consumers about what it is safe to do and when – and reassurance that travel is socially responsible and encouraged.


As much notice as possible of the reopening date so that businesses can prepare.


Recognition that domestic will be much faster to recover than international or business travel with longer term financial support needed for the industry.


International comparisons

All destinations think the domestic tourism market will return first, followed by neighbouring markets at a later stage (potentially aided by bilateral agreements).




Considering what policies need to be in place to best protect jobs, retain skills, and keep our colleagues safe, as restrictions are lifted.

Tourism employs 3.3 million people, including 380,000 seasonal staff who would ordinarily be coming up to their busiest time of year.


The industry needs:

Extension of the furlough scheme in recognition that many sites will not be able to operate economically under continued social distancing, the seasonal nature of tourism and its dependence on customer demand, and recognition of a ‘stay safe’ charter mark.


Access to apprenticeship levy money to fund retraining in social distancing measures such as hygiene and adapted operating requirements.


Clear guidance on how best to protect staff and customers through adaptations to sites and extent of PPE.


Consideration of the other parts of the economy needed for people to return to work, such as public transport and schools.


International examples:


Establish what pressures can be lifted to aid the recovery of businesses, and adapt to new ways of working and travelling.

The extraordinary circumstances of the pandemic require some extraordinary measures to allow the tourism and wider leisure industry to adapt to our changed circumstances. Steps that the government has already taken including business rates holidays have been helpful, and some additional changes would continue to support businesses as they reopen.

The industry needs:

A rent holiday or other intervention to support the tenants and landlords of restaurants and other premises.


Relaxation of planning restrictions that limit the season under which some organisations to operate, or where food and drink can be served/consumed.


Amendments to the Package Travel Regulation so that a ‘package’ must include transport to incentivise domestic trips.


Recognition that now is not the time to impose additional burdens or tax obligations on the visitor economy.


Consideration of an additional bank holiday, or moving the later May bank holiday to October half term to stimulate demand when it is possible to travel.


International work by government to try and build global consensus on how international businesses need to operate.


International comparisons

Many countries are trying to help tourism businesses with relaxation or review of regulations, tax holidays and similar measures in order to remove additional pressures during the recovery period. Examples include:


Long term – what is the new normal for tourism?

Using the Sector Deal outcomes to prepare the sector for a new era of travel and to support the levelling up of communities across the UK - through data sharing, product development, and reducing the outbound deficit.

The Tourism Sector Deal is the best route to delivering a package of ongoing and longer-term support for the industry, with its focus on workforce, skills, data sharing and place building. With investment and policy support and renewed commitment from Government, the sector deal offers a ready built solution for rebuilding a resilient and sustainable tourism sector. This is a good opportunity to update it for our new circumstances a year after its publication in June 2019.

The industry needs:

Acceleration and expansion of the ‘tourism zones’ proposed in the Sector Deal to support tourism’s contribution to the recovery throughout the country, as part of the government’s ongoing ambition to ‘level up’ poorer parts of the country.

          Many of the most deprived coastal towns depend on tourism as the main employer and driver of economic activity. Put simply, if tourism collapses these destinations will too and making them thrive depends on building the tourism offer for the domestic audience as the first step. For example, it is estimated that Southport will lose around £310m income from April-September, putting 3,500 jobs at risk.

          The Sector Deal proposed five Tourism Zones which would focus on increasing productivity, building careers, growing the season by, for example, building events and improving the local offer; given the impact of the crisis, more destinations will need this sort of support to rebuild.


Seed funding for the Tourism Data Hub to build information that will support the recovery, especially for SMEs.

          Detailed consumer data will be vital to help businesses decide where to focus their work and play their best role in the recovery. This could include information like distance travelled, transport methods used, types of accommodation preferred and what consumers are looking for in a post-Covid-19 world. 

          A number of private sector companies offered to contribute their data to a national data hub; while funding is needed to develop the full blown project, VB/VE is working with private sector companies such as Google and Expedia to build data sets.

          The business visits and events sector can adapt its registration systems to include health screening data in order to increase confidence and improve safety for everyone in the extended supply chain.  Such technology can (and already has been) deployed to track, trace and test.


To use the crisis as an opportunity to drive innovation and improve productivity and boost the UK’s profile as a destination.

          Some of the changes that will be needed will drive innovation in the industry – for example automation of hotel processes such as check in to limit personal contact.

          There will need to be continued product development in the industry to ensure that British people want to holiday at home and that we can compete in international markets

          The UK government is well placed to take a leadership role by running major events designed to assist in the global recovery from Covid-19.  Such events would showcase British knowledge and expertise, venues, destinations and creativity.


Encouragement for travellers to holiday at home with a major marketing campaign focused on domestic travel.


          Oxford Economics forecast that outbound tourism from the UK will not reach its 2019 peak until 2023, and restrictions on international flights and different national responses to the pandemic may make travel abroad less appealing and more expensive.

          This is a major opportunity to promote Britain’s tourism offer to Britons, as a vital step in rebuilding the economy, as well as a chance to strengthen our domestic market and to compensate for some of the lost international market.

          Industry is calling for investment in a major domestic marketing campaign to encourage people to travel and help business get back on its feet. VB/VE have the ability to deliver this and already have plans in development.

          Tourism is a devolved matter and VisitEngland is not funded for, or tasked with, domestic marketing. Its remit recently has been around product development. There has historically been a reluctance to fund domestic marketing in England (Scotland invests heavily in domestic activity) by the Treasury. For this year, the industry recovery will be reliant on the domestic market being stimulated; inbound is going to be a slower burn.

          VisitEngland /VisitScotland/VisitWales are working closely to see if they can build a joint campaign across Britain using GREAT money. This would need Cabinet Office approval.


International visitor visas to be extended automatically to make it easier for them to take visits postponed due to the pandemic.

                                                                 VisitBritain’s working scenario is for a decline of 54% in visits to 17.8m - a loss vs the pre-COVID forecast of 21.9m visits.

                                                                 Government statistics show that 2.2 million visitor visas were granted in 2018, many of which will expire this year.

                                                                 Chinese and Indian nationals together accounted for just under half (48%) of all visitor visas granted and make up some of our most valuable inbound visitors.

                                                                 Many of those who have had to cancel their trip to the UK because of the pandemic will see their visa expire in 2020/21 before international travel restrictions are lifted and before many consumers feel safe to travel. The expense and effort of applying for a UK visitor visa for a second time may deter them from making their trip.

                                                                 By granting an automatic one-year extension to potential visitors, the UK would send a message of welcome and encourage people to delay rather than cancel their holidays.


Use the reset in consumer behaviour forced by lockdown to consider wider questions like sustainability and longer term consumer behaviour.

          There will be ongoing and detailed work to do to understand how consumer behaviour will be affected by the experience of living through a pandemic.

          Greater automation and use of AI could help allay public fears about contagion through person-to-person contact (through e.g. check in processes) but may also have serious implications for the workforce in less skilled roles.

          The environment had been a major focus of public debate in 2020 with the activities of Extinction Rebellion and the now postponed COP26 summit, and the issue of clean growth is likely to return to prominence once the lockdown ends. However, there is some tension between hygiene and environmental demands – for example, one hotel chain told us that their consumption of single use plastics was now increasing again as a result of Covid-19 safety concerns.

          Transport is one area where tourism has an environmental impact and destinations and attractions have put considerable effort into encouraging visitors to come by public transport. This may take a hit if the car is now seen as the safer option.


International examples

Some destinations are using the crisis to reflect on the long-term resilience and sustainability of their tourism sector to make sure tourism is bringing value to communities in all parts of the country

Almost all destinations are carrying out research into how consumer attitudes and behaviour are shifting so that they can adapt their strategy and actions for the short- and long-term.

          New Zealand: Tourism New Zealand has been tasked with leading a piece of work alongside industry stakeholders to reimagine the future of tourism (incl. governance, domestic and international marketing and audiences as well as visitor management once they are in New Zealand).

          Iceland: The government’s response package also includes a ISK15bn (£84m) investment acceleration initiative which comprises several projects intended to support for travel and tourism sector and boost innovation including extra money for infrastructure at national parks, improvements and extensions at airports.
