Request for a supplementary memorandum: The Work of the Metropolitan Commissioner of the Metropolitan Police Service: 11 May 2021

1) In oral evidence (Q116) the Commissioner told the Committee “We are forecasting that, for the first quarter of this year, we will be at 30% [BAME recruits], which is a big hike up, as you know”. The supplementary memorandum (May 2021) stated at the bottom of page 1 :“As we move towards the aspirations [for 40% of all officer recruitment intakes being BAME by April 2022 and 8% from Black backgrounds] from this April we aspire for … 30% of these new recruits will be BAME”.

Is it now possible to clarify whether the intake in the first quarter of the year was 30% BAME or whether this remains an aspiration?

• In your response can you make clear whether this figure refers to police officers only, or police officers and staff?

For the first quarter of 21/22, 31.8% of our new recruits (police officers only) have been from Black, Asian and Multiple Ethnic Heritage backgrounds.

2) Separately, following the information in the supplementary memorandum advising that 18% of the total workforce (officers and staff) is now BAME, would it be possible to clarify what the current figure is for officers only – is it correct that this is 15.8% ( officer uplift quarterly update at the end of March 2021)?

As of 31 May 2021, 15.8% of police officers in the MPS are Black, Asian or Multiple Ethnic Heritage backgrounds.
