(1)  To strengthen cohabitation involves an attack on marriage, which brings you into conflict with all the religions in the world - or at least with those that have most members.  Indeed, it brings you into conflict with God.

 

(2)  I do not see that giving rights to those who cohabit is legally feasible:  it will doubtless generate vast amounts of work for lawyers, and vast fees payable to them.  It may well erode dependants' benefits (e.g. widows' pensions), because of the very large number of claims arriving from people who might or might not have been cohabitees.  There is a sense in which a marriage certificate is analogous to a Will:  it protects people from a need to litigate or to defend against litigation.
