I understand that you are investigating whether scooters should be allowed on the UK roads.

 

I was in Miami in February where they are legal. I encountered the following problems.

     They were mostly used on the pavements

     They were driven very quickly. You could not hear them coming.

     Riders did not use protected clothing or headwear.

     Although there were some designated parking areas, they were generally not used.

     Instead the scooters were left all over the pavements making it difficult to get round them. I was glad that I was not visually impaired.

 

I would suggest that they need to be kept away from pedestrian areas such as parks and footways like the Thames River Path as well as pavements. I would also suggest that they have some form of visible identification and that users should wear protective clothing.
