I am disabled.

I have severe Emphysema and can only walk a hundred yards or so in fine, warm, windless weather on a flat surface.

In an emergency or breakdown. I would not be able to walk to a refuge point on a smart motorway leaving me at risk from high speed traffic in the inside Lane

Smart motorways are not disabled friendly and as such are against disability laws.
