Cascade route for overcrowded housing guidance


At the Women and Equalities Select Committee on 15 July 2020, I committed to follow up on the question regarding the cascade route of guidance on overcrowded housing. Please accept my sin- cere apologies for the delayed response.


MHCLG have issued guidance for landlords and tenants, for both social and private housing, in the context of COVID-19. The guidance was updated on 5 November and can be found at:

This guidance contains specific advice for people living in shared or overcrowded accommodation who are vulnerable or self-isolating. Alongside publication on gov.uk, MHCLG informs stakeholders when the guidance is updated including landlord groups, tenant groups and local authorities, in or- der to help with dissemination.


In addition, the Minister for Equalities announced new measures to tackle groups at greatest risk from COVID-19, including £25m for Community Champions in October. The announcement can be found at:

This will fund work with grassroots advocates from impacted communities and funding for voluntary and community groups who specialise in working with communities most at risk from COVID-19.

We will utilise this project to cascade messages about overcrowding.
