Executive Summary

About Rescue Hoad’s Wood

Rescue Hoad’s Wood is a community campaign formed to halt ongoing environmental harm at Hoad’s Wood SSSI, secure immediate site closure and clearance, and restore the woodland. We work with Kent Wildlife Trust, CPRE Kent, RSPB, Woodland Trust, CLA South East and others. [12]

I.  Materials illegally disposed of and environmental/community impacts

II.  Health and wellbeing impacts

III.  Effectiveness of regulations, monitoring and reporting

Tools exist (restriction orders, stop notices, prosecutions) but inter-agency operationalisation was slow and fragmented. [1][11]

All authorities (Ashford BC, Kent CC, EA, Kent Police, Natural England etc) failed in their statutory duty under Section 28G of the Wildlife & Countryside Act 1981 in relation protecting and enhancing the features of Hoad’s Wood SSSI.

IV.  Perceptions of Government, EA, local authorities and Police

V.  Concise Timeline

VI.  Recommendations

Annex A Answers mapped to the Committee’s questions

1.       Materials & impacts: processed household/construction waste with hazardous pockets; habitat destruction; leachate and landfill gases; odour; stress; intimidation. [3][9][10]

2.       Health & wellbeing: acute irritation from H₂S/odours; anxiety, sleep disturbance, fear of contamination; traffic safety and intimidation harms. [10][7]

3.       Regulation & monitoring: tools and laws exist but coordination and urgency were absent; closure powers used far too late; reliance on resident monitoring without rapid enforcement. [1][7][11]

4.       Perceptions: EA process-bound; Police inconsistency; LA planning-led; conservation bodies slow; central government only effective after direction. [2][1][7]
