Written evidence submitted by the Office of the Secretary of State for Scotland

Thank you for the opportunity for my department to provide evidence to the Armed Forces Covenant Inquiry.

This Government made a manifesto commitment to renew the nation's contract with those who serve and have served, including their families and the bereaved.

I welcome the Ministry of Defence's ambition to extend the covenant duty of due regard to UK Government departments and devolved administrations. Those who serve and have served in the armed forces, including their families, should not face additional challenges or barriers because of where in the UK they live or what type of service and support they wish to access.

Any extension of the statutory duty to the devolved governments should be done in consultation with, in this case, the Scottish Government. Many areas included in the covenant - such as healthcare, education, and housing - are devolved. Since the general election, the UK Government has reset the relationship with the Scottish Government, and going forward, our focus is on discussing and resolving issues together with them at an early stage. This provides an opportunity to work with the Scottish Government on improving the lives of those serving or have served in the armed forces and that of their families.
