Regarding fair treatment and support.

Lack of confidence in reporting issues. Where others have reported issues, there have been long term negative impacts on their careers. This shows a lack of support and stops people reporting. The military and civil service cliques protect each other and then try through harrassment, to remove those that raise issues.
