Background:

I am an individual with a keen interest in personal finances and am an active member of the r/ukpersonalfinance Reddit community. As a Project Manager in the housebuilding industry, I have firsthand experience with the challenges facing first-time buyers and the limitations of existing government schemes. While I successfully utilized a Lifetime ISA to purchase my first home in 2021, I believe the current design of the product is flawed and ultimately hinders rather than helps aspiring homeowners.

 

1. Is the Lifetime ISA fit for purpose in its current design, including as a combined product for house purchase and pension saving?

No. The Lifetime ISA is fundamentally flawed:

This is largely irrelevant as the product's design discourages this transition. The house price cap and withdrawal penalties effectively lock funds into the LISA, hindering its use as a flexible savings tool.

Yes. The Lifetime ISA is a flawed product with limited benefits and significant drawbacks. Abolishing it would simplify the savings landscape and allow for more effective policy interventions.

6. Should the Lifetime ISA be reformed to remove the withdrawal penalty?

Yes. The current withdrawal penalty is unfair and counterproductive. It punishes savers who are unable to utilize their LISA for its intended purpose due to the outdated house price cap.

7. Should the Lifetime ISA be restricted to those with no access to a workplace pension?

No. Abolishing the LISA is the most effective solution. Individuals without access to workplace pensions can still effectively save for retirement through SIPPs, which offer comparable government incentives.

8. Should the Lifetime ISA house price cap be raised in line with inflation, or removed?

The house price cap should be significantly increased in line with historical house price inflation since the LISA product was announced in 2016, to around £591,000 at the end Q4 2024 for existing LISA holders.

9. Should the annual Lifetime ISA limit be raised from £4,000?

No. Given the product's inherent flaws, increasing the annual limit would not address the fundamental issues and would likely lead to further inefficiencies.

10. Should the Lifetime ISA be reformed in any other way?

No. Abolishing the LISA is the most efficient and effective course of action. For existing LISA holders, options should include:
