International Development Committee - Call for Evidence Submission

This proposal suggests that the International Development Committee (IDC) investigate the role of energy systems in sustainable development, based on research from UCL's Department of Science, Technology, Engineering and Public Policy (STEaPP). The focus is on how energy infrastructure can support sustainable development goals (SDGs), especially in low-income countries, and the actions the UK Government can take to enhance its international aid functions.
Energy systems are crucial for sustainable development, providing reliable, affordable, and clean energy essential for economic growth, poverty reduction, and improved quality of life. STEaPP research highlights the link between energy systems, human welfare, climate change mitigation, and low-carbon development. The IDC can explore how the UK’s Official Development Assistance (ODA) can better support sustainable energy initiatives, contributing to global development and climate goals.
The urgency of addressing climate change and achieving the SDGs by 2030 makes this inquiry timely. The COP26 summit emphasized the need for immediate action to reduce greenhouse gas emissions and support sustainable development. The UK, as a leader in climate action and international development, has a pivotal role to play in this global effort. Furthermore, with the UK Parliament increasingly focusing on the connections between the Aid budget, energy, and climate change, this line of inquiry provides an effective framework for exploring these areas in depth.
Parliamentary scrutiny can ensure that government policies and spending on international aid are aligned with the goals of sustainable development and climate action. By closely investigating the effectiveness of current energy-related aid programs, the IDC can provide recommendations to enhance their impact. This scrutiny can also ensure transparency and accountability in the use of ODA funds, fostering public trust and ensuring that aid is used effectively to support sustainable energy initiatives.
The UK Government should act to ensure its international aid efforts contribute effectively to global sustainable development and climate goals. Investing in sustainable energy infrastructure can help low-income countries transition to low-carbon economies, reduce poverty, and improve health outcomes, aligning with the UK’s commitments under the Paris Agreement and the SDGs.
