DCMS Select Committee seeks evidence on the contribution of gardens to UK’s economy and tourism

 

 

About the National Lottery Heritage Fund

 

  1. Created in 1994, The National Lottery Heritage Fund supports projects involving the national and local heritage of the United Kingdom. A UK-wide arm’s length public body, we receive policy directions from the UK Government and from the governments in Scotland and Wales.  We have invested over £8 billion in more than 44,000 projects over the past 25 years across the UK.

 

  1. The National Lottery Heritage Fund invests in the full breadth of heritage, from museums, libraries and archives, to historic buildings and industrial sites, public parks, gardens, habitats and species, and the intangible, cultures and traditions and people’s memories.

 

  1. We set out to ‘inspire, lead and resource the UK’s heritage to create positive and lasting change’, putting benefits for individuals and communities, including National Lottery players (the unique source of our income) at the heart of the projects we fund.

 

  1. Since 1994 the National Lottery Heritage Fund has invested over £1.1 billion or 14% of our total investment in restoring historic gardens, public parks and cemeteries across the UK.

 

  1. The range of garden and park projects supported by the National Lottery Heritage Fund includes;

 


Question A 

How can gardens across the UK be supported to attract visitors and to ensure their future sustainability?

 

  1. Funding from the National Lottery Heritage Fund has, and will continue to be, vital in supporting historic gardens to attract audiences and to ensure they remain protected and conserved for future generations to enjoy. No other major investor or Lottery Distributor has invested so much nor has such an ongoing commitment to sustaining these vital elements of our cultural and natural heritage. Over the last 25 years over 1,300 sites have seen investment. Historic gardens and parks to benefit are listed in the appendix and include many of the most important designed landscapes in the UK.

 

  1. This scale of investment can only be sustained if National Lottery income remains stable and if those that apply submit high quality and supportable funding applications. As a project funder, the National Lottery Heritage Fund relies on a constant supply of applications together with associated match funding. It is important that owners and managers of historic gardens and parks are equipped to produce competitive applications and able to source match funding in order to demonstrate commitment and value for money in their applications. More needs to be done to educate owners and managers to source new funding and to broaden audiences.

 

  1. Research published by Policy Exchange in March 2017, shows that ‘gardeners and landscape gardeners’ were ranked as one of the least diverse at 198 out of 202 occupations. ‘Environment professionals’ ranked 201. If historic gardens are to remain relevant to our changing population demographic, then more must be done to attract a representative workforce. All projects supported by the National Lottery Heritage Fund are required to consider inclusion and diversity as a mandatory outcome for both audiences and employees, but we would be interested, as part of our thought leadership work to work collaboratively with DCMS and partners to explore how best practice could be better shared and embedded across those managing historic gardens.

 

  1. For the last eight years the National Lottery Heritage Fund has been the largest investor in skills training for historic gardens. Over £2.5m was awarded to English Heritage between 2009 and 2017 to run the Historic and Botanic Gardens Bursary Scheme.  This UK-wide project trained new entrants to the workforce in practical and traditional horticultural skills. Around 270 trainees have passed through the scheme to date. Whilst the scheme has been a success, sustainable sources of funding must be found to avoid reliance on continual National Lottery funding.

 

  1. In March 2019 the National Lottery Heritage Fund launched a new £1.2bn strategic funding framework which runs until 2024. Following extensive consultation with members of the public, National Lottery players and stakeholders, our new strategy prioritises two areas for investment; community heritage, and landscapes and nature. This new strategic focus provides the impetus for continued investment in historic gardens and parks.

 

  1. Evidence shows that historic gardens, particularly those owned by local authorities such as former private gardens and estates, are suffering disproportionately from other heritage assets, as a result of funding reductions in non-statutory services. This has a negative impact on maintenance standards at the very time when sites are under intense pressure from; rising temperatures; summer droughts; more frequent and intense storms; new pests and diseases; non-native invasive plants; as well as increased pressure from rising visitor numbers. Funding gaps need to be addressed and new secured with the support of central Government, businesses, owners and others.

 

  1. Whilst the National Lottery Heritage Fund continues to fund the restoration of historic gardens and parks, our new strategy signals a shift to supporting more strategic interventions. In 2018 we launched the second round of our Rethinking Parks initiative with partners the National Lottery Community Fund and innovation charity Nesta. This £2m fund is supporting, prototyping, testing and scaling-up new ways of managing and funding parks and green spaces. Eleven projects are exploring new management models such as charitable foundations to attract new sources of giving, new technology such as remote contactless giving and better use of data to demonstrate usage and societal benefits. These pioneering projects are generating learning which is being widely shared as well as bringing new partners, such as Community Foundations. For example the Leeds Community Foundation is working with Leeds City Council and the Leeds Parks and Green Spaces Forum to trial new ways to attract charitable giving for green spaces in the city.

 

  1. As part of our new strategy, the National Lottery Heritage Fund, with the National Trust, have developed new joint venture called Future Parks Accelerator. This £14m initiative aims to support whole cities to transform their green space estates to create new sustainable income streams and management models to maximise environmental and social benefits for the long-term. Eight places have been competitively selected and additional investment secured from the Ministry of Housing Communities and Local Government. Projects like Rethinking Parks and Future Parks Accelerator are relevant to the future sustainability of gardens and parks, but to our knowledge no other significant investors are tackling the current funding crisis facing many parks and gardens. Central Government and others funding is desperately needed to grow this work to benefit more places.   

 

  1. The National Lottery Heritage Fund is supporting organisations directly engaged in increasing learning and access to historic gardens. Grants to County Gardens Trusts, such as Oxfordshire Gardens Trust, help support a project aimed at training local volunteers to survey, record and document the county’s historic walled gardens. In London funding to the London Historic Parks and Gardens Trust is helping them consider their financial sustainability and business activities. New sources of long-term revenue funding, not Lottery, are needed to support bodies like the Gardens Trust to continue their work as statutory consultees in protecting historic gardens from unsympathetic development.

 

  1. Many historic gardens are located in rural locations making visitor travel by car a necessity but this drives up carbon emissions. A project funded by the National Lottery Heritage Fund led the way in creating green travel plans for gardens. In 2016 the Landscape Institute was awarded a grant for the Capability Brown Tercentenary Festival.  Over 200 parks and gardens, where Lancelot ‘Capability Brown had an influence, were opened to the public, some for the very first time. At the request of the National Lottery Heritage Fund, and to offset a potential rise in carbon emissions, the project created a how-to guide for greener travel; Mr Brown’s Green Directions.   1. Through the projects funded by the National Lottery Heritage Fund we have been able to drive-up the quality of site interpretive materials using both traditional formats and new digital technology. A recent project to restore the unique Swiss Garden in Bedfordshire led to the creation of a garden explorer App (http://www.shuttleworth.org/swiss-garden-app/), whilst a project funded at the National Trust’s Petworth House supported the development of remote wifi technology allowing data to be directly downloaded to visitor’s smartphones. Technological advances must continue apace to support sustainability and the National Lottery Heritage Fund can play our part in supporting these via a wider digital heritage campaign to be launched later this year. 

 

Question B

What contribution do gardens and garden design make to domestic and international tourism?

 

  1. Historic parks and gardens are a crucial part of the UK’s cultural and natural heritage tourism offer. Parks like Birkenhead and historic gardens like Stowe are iconic and world-renowned. However, the cultural value of our parks, gardens and landscapes is often not fully recognised as evidenced in the 2016 Cultural White Paper, which made relatively little mention of the cultural traditions associated with our historic gardens, protected landscapes and natural heritage. The cultural heritage associated with these places pre-dates much of our built heritage and is at greater threat of loss in future. Greater recognition of its wider values for society is important in ensuring it is properly funded and protected in future.  

 

  1. The 2016 Capability Brown Tercentenary Festival, supported with a £900,000 grant from the National Lottery Heritage Fund, provides strong evidence of the ability of UK historic gardens and parks to attract a worldwide audience. The festival celebrated the life and work on Capability Brown, the UK’s most prolific C18 landscape designer, but relatively unknown in the UK beyond garden enthusiasts. The grant provided the stimulus to bring together a diverse group of partners for the first time, as well leveraging a further £900,000 match funding. Led by the Landscape Institute the partnership included; Historic Houses Association, National Trust, English Heritage, Historic England, Natural England, Gardens Trust (with the County Gardens Trusts), Park & Gardens UK, Embroiderers’ Guild, Arts Society, National Garden Scheme, Royal Horticultural Society, VisitBritain, VisitEngland and the Georgian Group. Visit England declared 2016 the Year of the English Garden and the festival delivered nearly 500 events, created over 60 exhibitions and generated over 1,600 pieces of media coverage, many with global reach.

 

  1. Two key projects help demonstrate the importance of National Lottery Heritage Fund investment to major UK destination gardens. At Kew an investment of £16.5m has helped fund restoration of the internationally important Temperate House. Now re-opened, visitors cite wishing to see the restored Temperate House as the second most important reason for visiting, after the gardens. At the Royal Horticultural Society’s (RHS) Wisley Gardens an investment grant of £4.2m is supporting their Inspiring People to Grow project. Not only will the project conserve fragile archives and heritage assets, but it will improve access and diversify audiences both locally and nationally, increasing engagement with community groups by at least 30%. The project will see RHS create the first national Centre for Horticultural Science and Learning.

 

Question C

How do gardens and garden design contribute to the creative economy?

 

  1. After 25 years of investing in the conservation of historic gardens and parks, the National Lottery has funded a legacy of skills and knowledge which is now embedded in landscape and horticultural professions across the UK. Through the projects funded, the UK has created world-leading expertise in; garden research and archaeology, garden recording and assessment of significance, conservation of historic sculpture and lead-work, conservation of artificial stone like Pulhamite, garden hydrology, heritage plant and vegetable varieties, traditional gardening techniques and tools, garden interpretation, and the conservation of kitchen gardens, frames and glasshouses. Skills are being marketed internationally as the UK is now the world leader in historic garden conservation and interpretation with experts working in countries such as Italy, China and Poland.

 

  1. National Lottery Heritage Fund investment has resulted in new research and the creation of many Conservation Management Plans for gardens and parks.  Grant funding has part funded creation of these documents which are retained by individual grantees to guide the future management of their sites. The documents remain the property of the grantees and the copyright and intellectual property rights remain with them as the author but grantees are asked to lodge the documents in public record centres, on websites or in local libraries. The National Lottery Heritage Fund is currently working with archive bodies to explore ways in which such documents can be better accessed by the public in future.

 

 

Question 4

How can garden design and landscaping best support community spaces and community connections?

 

  1. Community connections are critical to the future of gardens and parks. Every project that the National Lottery Heritage Fund supports requires community engagement and this has led to pioneering work developing best practice techniques and methodologies. The creation of the 5,000 strong parks friends group movement is largely attributed to the Fund’s Urban Parks for People investment programme, and our support for the creation of the National Federation of Parks and Green Spaces. Our State of UK Public Parks 2016 research demonstrated that an estimated £50m is raised annually by park Friends groups, up £20m from a previous survey in 2014, and this is directly used to benefit parks and gardens. But we also know from experience that communities require support if they are to connect with gardens and parks in future.

 

  1. Many local authorities see community and friends groups as a management solution for under-funded gardens and parks in their care. However, our work shows that unless groups are properly supported with funding, technical advice on matters such as health and safety and insurance, as well as being professionally led and motivated, then community action will not be sustained past an initial enthusiasm. Sadly in many places it is community engagement experts such as rangers that are being cut. Pioneering work funded by the National Lottery Heritage Fund, through Parks Community UK, is helping ten community groups to directly engage with local parks and gardens to create community empowerment and co-management. This is just one example of the sort of innovation needed, but funding for such work is difficult to secure beyond the National Lottery Heritage Fund. If Government is serious about using gardens and parks to support communities and to deliver wider social benefits, then greater central funding is needed to support those communities most in need and who also stand to benefit the most. The National Lottery Heritage Fund is keen to discuss with DCMS how the Department might work with the Ministry of Housing and Local Government to scale-up our innovation work and in particular our new Future Parks Accelerator.

 

  1. Many historic gardens and parks are ideally located in or near urban areas and often contain a wealth of disused or under-utilised buildings such as mansions, lodges, stables, garden pavilions and follies. It is our belief that such buildings can offer significant potential to deliver local community services as well as generate increased footfall and essential income. The National Lottery Heritage Fund has funded numerous projects to create new spaces to provide cafes, education spaces, visitor centres, toilets and community rooms. Through our new Future Parks Accelerator venture we are exploring the potential for a loan scheme to support social enterprises in parks where income generated is returned to support site revenue costs. Under our new strategic framework we are committed to exploring whether loans to community groups could be used to allow historic sites, such as gardens, to invest in new community and visitor infrastructure where this can then provide a return both for the site and the funder.

 

  1. Over the last 25 years the National Lottery Heritage Fund has supported numerous community-run projects in parks and gardens. A typical example is the Kennington Flower Garden in Kennington Park, Southwark, London. A joint partnership between the friends of the park and Lambeth Council secured a grant of £390,000 to restore the Old English Flower Garden first laid out in 1931. The project has repaired paving and structures, introduced new planting, provided training opportunities, engaged disadvantaged young people and created a peaceful oasis in an otherwise busy urban site. Such projects are vital and more community groups are encouraged to apply, but will need to demonstrate that any garden created can be sustained in future.

 

  1. All projects funded by the National Lottery Heritage Fund must achieve outcomes as set out in our application materials and every project must as a minimum achieve the outcome that a “wider range of people will be involved in heritage” as a result of their project. This is because we recognise the importance of engaging people as a way of ensuring heritage endures in future and that heritage delivers social and environmental benefits crucial to our lives. An example is a project called Potter and Ponder delivered by the National Trust at Croome in Worcestershire as part of the National Lottery funded Capability Brown Festival. The project worked with pupils from three local special schools to create a new sensory map of the Croome landscape which takes people on a sensory journey to unlock ‘Capability’ Brown’s landscape in a very different way. We are aware that as a legacy of this work similar maps have been produced at other sites such as Waddesdon.   1. Finally we would like to say that the ability of a garden or park to support community connections relies on the overall quality and presentation of the site. If gardens or parks feel unsafe, threatening or uninviting, then people will not want to use them and communities will turn their backs creating liabilities rather than the community assets they really are. It is essential that gardens and parks are maintained to quality standards if they are to serve local communities effectively. Whilst the National Lottery Heritage Fund can fund projects to remove maintenance backlogs, to invest in new community infrastructure and to help people take an active role, this can only be successful if central Government, local authorities and the owners of gardens and parks continue to fund ongoing maintenance in future to an agreed standard like Keep Britain Tidy’s Green Flag scheme.  

 

  1. The National Lottery Heritage Fund would value the opportunity to take the Committee to visit a project where recent investment has made a difference to the site’s ability to attract visitors and to improve sustainability. Such sites might include the Temperate House at Kew, Stowe Landscape Gardens, Croome Park in Worcestershire or Chiswick House and Grounds in London.
