Supporting young people with SEND into work
- The LA currently supports 35 young people in North Yorkshire on a Supported Internship with 5 providers. A supported internship is one type of study programme specifically aimed at young people aged 16 to 24 who have an EHC plan, and who want to move into employment and need extra support to do so.
- The types of providers we work with varies from a general FE college offering opportunities in a range of sectors to Health Education England who offer placements with both NHS and non NHS settings. More recently, the LA has fully funded a pilot programme with three charities/independent learning providers offering placements in catering, administration, care, and grounds maintenance. The LA is planning to expand this provision further from September 2019 with the implementation of an approved provider list, which will allow ‘smaller’ organisations to offer Supported Internships in other sectors, and other geographical areas, not currently provided for. We are further expanding the provision offer, with 3 Special schools also commencing delivery of Supported Internships from September 2019 offering placements in a variety of sectors.
- The LA are using our SEND Employment grant of £82,005 to further support the development of Supported Internships across the county. We have commissioned Remploy to deliver a package of training for both employers and new SI delivery providers including Training in Systematic Instruction.
- From September 2019 the LA, as part of a new pilot, are offering 10 Supported Internship placements in conjunction with Gateshead College. This will be based at County Hall and departments offering placements include Print Room, Libraries, Catering, IT, Business Admin and Care, with hopefully more departments becoming involved.
- Also, in Scarborough there are 5 young people with EHCPs attending the ‘Construction Skills Village’, which, amongst many aspects, enables them to work towards an industry recognised qualification in construction, develop skills in demand led areas of the industry and gain real life experience by learning on a site environment.
- The LA has a Supported Employment team that aims to support those who are moving into planned care. Those who are not eligible are signposted to other local employability organisations such as Action Towards Inclusion and Prospects, who support young people to move closer towards the labour market and into employment.
Schools permanently excluding
- In the academic year 2017/18, 32 of the 42 North Yorkshire mainstream secondary schools permanently excluded at least one child. Secondary schools not excluding in this period included; Risedale Community College,
Ryedale School, Eskdale School, Lady Lumley’s School, Settle College, Ripon Grammar School, Nidderdale High School, St Augustine’s RC School, St Francis Xavier School and St. Aidan’s C of E High School. As of the 27th of February 2019, 21 of the 42 secondary schools have permanently excluded at least one child.
- Risedale Sports and Community College (DfE 8154004) permanently excluded two children in both the 2014/2015 and the 2015/2016 academic year. Since 2015/2016 no children have been permanently excluded to date (February 2019).
- In the 2018/19 academic year Risedale Sports and Community College have also been one of the lowest fixed-term excluding schools in North Yorkshire. Its total number of pupils on roll as of the January 2018 school census was 485.
- Of all of the 38 primary and secondary schools which permanently excluded in 2017/18, 20 of those schools have yet to permanently exclude a child in 2018/19. To date (27th February 2019) we have seen a decrease of approximately 11% in the total number of children permanently excluded in North Yorkshire schools in this period.
