The inquiry is examining the role of the civil service in supporting the work of both the UK and Scottish Governments and relations between them. Key themes include: the relationships between officials serving the two governments; what challenges divergence in the governments’ policy and constitutional agendas pose for officials; and to what extent the existence of a unified civil service assists intergovernmental relations.
