New Hospital Programme

Inquiry

The New Hospital Programme was set up in 2020 to build 40 new hospitals in England by 2030. It has £3.7 billion in capital funding for this for up to March 2025, with more to be provided for the following five years. The Programme is also intended to transform how NHS healthcare infrastructure is built, including by standardising hospital design.

The Committee found in July 2020 that NHS Trusts had a £6.5bn backlog of maintenance to restore their estates to an appropriate standard. This backlog has since increased to £10.2bn.

Based on a National Audit Office report examining whether the Department of Health and Social Care (DHSC) and NHS England are managing the Programme in a way that is likely to achieve value for money, the Committee will question senior DHSC officials on subjects including:

  • national programme management
  • support for and challenges to local projects within the Programme
  • progress compared with expectations
  • the management of programme-level risks
