Managing cross-border travel during the COVID-19 pandemic

Putting cross-border travel measures in place during the COVID-19 pandemic often at speed to time-pressured deadlines then adapting and sustaining them required considerable efforts by government and others.

Although individual departments have been monitoring their own spending on implementing cross-border travel measures in response to COVID-19, the National Audit Office (NAO) has found that Government has not routinely tracked the total cost across departments and agencies - despite spending at least £486 million.

Without a set of “performance measures to track effectiveness and with no evaluation of the additional costs incurred, Government cannot demonstrate that its implementation measures have achieved value for money”, nor use that to inform future decisions.

The Committee will question senior officials at the Cabinet Office, Home Office, DHSC, Department for Transport and Border Force.
