The Public Administration and Constitutional Affairs Committee examined the Strathclyde Review into secondary legislation and the primacy of the House of Commons.

The Committee rejects the idea of legislating to implement the Strathclyde Review's recommendations for curbing the power of the House of Lords to block secondary legislation.
