The Environment, Food and Rural Affairs Committee take evidence from Defra and the Rural Payments Agency (RPA) following the announcement by the RPA that an expensive new IT system, developed over two years, will not be capable this year of receiving farmers’ Common Agricultural Policy (CAP) claims.
