Negotiations with the European Union in respect of Gibraltar

The Committee will take evidence from the Minister on the progress being made in reaching a new agreement with the EU on trade and mobility in respect of Gibraltar following the UK’s exit from the EU. The EU/UK Trade and Cooperation Agreement does not apply to Gibraltar. 

Spain, the UK and Gibraltar agreed a “framework” for a new agreement last December.  In July, the European Commission set out its approach but it has to be agreed by EU Member States before formal negotiations can begin. The UK and Gibraltar Governments have said that the Commission’s proposals do not provide an acceptable basis for an agreement. 

The Committee will ask the Minister to explain why, clarify the next steps in the process (including the Government’s counter-proposals) and the prospects for reaching an agreement, as well as the implications of a no-deal outcome for Gibraltar.
