Capita took over administration of the Civil Service Pension Scheme in December 2025. Two months before, the PAC had warned in its report on successive government failures in the CSPS’ administration of a clear risk that Capita would not be ready to take over administration as planned. Capita made a statement at the time claiming this was not reflective of the current state of the transition.
The PAC has been scrutinising the crisis that resulted following Capita’s takeover of the scheme, in which thousands of loyal and dedicated civil servants, and their families, had difficulties drawing on and collecting their pensions. Three evidence sessions have been held on Capita and the government’s attempts to mitigate the problems, and following correspondence from the PAC Chair, the government announced tax changes in Budget 2026 aimed at mitigating the impact of administrative delays in the scheme on bereaved families.
In winter 2026/27, the National Audit Office is expected to publish its report on the transfer of the CSPS to Capita. Proceeding from the NAO’s report, the Committee will take evidence from senior Cabinet Office officials and Capita’s leadership on issues including Capita’s performance, government’s oversight of Capita, and what efforts have been made to improve scheme member experience.
The Committee will shortly be opening a portal for people directly affected to share their experiences, and for organisations to give formal written evidence.
Please note that the Committee’s inquiry cannot assist with individual cases. If you need help with an individual problem you are having, you may wish to read the information on Parliament’s website about who you can contact with different issues.
