Decision on Standing

- THE CHAIR: Good afternoon. The purpose of this public session is to announce the decision of the committee in relation to the right to be heard of those petitioners whose standing was challenged by the promoters.
- We find that the following petitioners should be heard by the committee: the London Historic Parks & Gardens Trust; the Thorney Island Society; the Thomas Fowell Buxton Society and Buxton family members; Lord Carlile of Berriew; Lord Hamilton of Epsom; Lord Sassoon; Baroness Finlay of Llandaff; Viscount Eccles; Lord Strathclyde and those of his co‑petitioners who have specified in their petition a place of residence that they use near to the gardens; Baroness Deech and her co‑petitioners; Sir Peter Bottomley and the right honourable Baroness Bottomley of Nettlestone; and Lord Blencathra.
- We have found that the following petitioners should not be heard by the committee: Lord Griffiths of Burry Port; Lord Russell of Liverpool; Lord Hodgson of Astley Abbotts; Lord Inglewood; and Jardentome Ltd.
- We anticipate making a special report in due course, in which we will make further comments about the standing proceedings and our decision in relation to them.
- I would like to take this opportunity on behalf of the committee to thank all the parties and counsel for their contribution to these hearings so far. We will next meet at 2 pm on Tuesday, 19 November, when we will resume hearing submissions on the issue of scope and the principle of the Bill.
