Dieter Helm gives evidence on the costs of net zero

The Industry and Regulators Committee will speak to Sir Dieter Helm, who was commissioned by the Government to carry out the Cost of Energy Review in 2017. The meeting will cover how the energy policy landscape has changed since the review was published, the regulation of the net zero transition and how it should be funded.

  • Is there a clear overall plan for delivering net zero? What do you believe should be the key elements of that plan?
  • How has the energy policy landscape changed since the Cost of Energy Review in 2017? What progress has been made on implementing its recommendations?
  • In your view, how should the costs of investment needed for the net zero transition be funded? Should this burden fall on billpayers or taxpayers?
  • What more should be done to encourage private sector investment in the transition to net zero?
