Chief Minister and Attorney General of Gibraltar to give evidence on new UK/EU Agreement
The Chief Minister and Attorney General of Gibraltar will give evidence on the new UK/EU Agreement (treaty), at 1.30pm on Monday 20 April. The Foreign, Commonwealth and Development Office (FCDO) Minister with responsibility for Overseas Territories, Stephen Doughty MP, will also give evidence.
The UK/EU Agreement was published on 26 February 2026, after four years of talks. The treaty governs Gibraltar’s relationship with the European Union bloc. Its primary aim is to remove customs and immigration infrastructure from the Gibraltar-Spain border, maintaining its ‘fluidity’ post-Brexit.
As a British Overseas Territory, Gibraltar’s foreign affairs and defence remain the responsibility of the UK Government.
This session seeks to scrutinise the new treaty. It will also discuss the process of treaty ratification and the parliamentary scrutiny of treaties.
Meeting details
In the first panel, Fabian Picardo KC MP, Chief Minister of Gibraltar, and Michael Llamas CMG KC, Attorney-General of Gibraltar, will give evidence. Questions are likely to focus on whether the agreement strikes the right balance and the practical implications of the new agreement for Gibraltarians and visitors from the UK.
Stephen Doughty MP, Minister for Europe and the Overseas Territories, will appear alongside Hazel Cameron, FCDO Director for the EU and Gibraltar, in the second panel. Members may focus on what the impact will be of the EU and Spain having more say on the entry of people and goods into Gibraltar.
