Published in December 2025, the Review was prompted by the sector’s concerns about Inheritance Tax changes and the stop-start nature of subsidies from Environmental Land Management schemes. 

It made recommendations to the Government on how to strengthen the resilience and viability of farm businesses. Themes included changes to planning laws, greater access to private finance and supply chain fairness with food retailers, and establishing a Food and Farming Partnership Board. 

The Government has said it will respond in full to Batters’ Review later this year when it publishes a Farming Road Map. 

In this wide-ranging session, the cross-party EFRA Committee will question Batters on actions to restore fairness between food retailers and producers via the Groceries Supply Code of Practice and the Grocery Code Adjudicator. 

Batters will be asked to reflect on what the Government can do to improve animal welfare standards without putting UK farmers at a competitive disadvantage to cheaper products from countries with lower standards. 

As well as subjects mentioned above, Batters may also be quizzed on topics that did not appear in her Review, such as reducing costs of fertilisers, pesticides and energy.
