2025 Budget series continues with session on gambling taxation

The Treasury Committee will hold a session on how gambling should be taxed as it continues to look at some of the decisions facing the Chancellor in her 2025 Budget.
Meeting details
The session will be split into two panels. First, MPs will hear from experts who aren’t currently in the gambling industry, including the retired co-founder of Paddy Power, Stewart Kenny. Dr Theo Bertram from the Social Market Foundation and the Institute for Public Policy Research’s Carsten Jung complete the first set of witnesses.
Once the first panel is complete, the Committee will then hear from the gambling industry. Grainne Hurst and Stephen Hodgson from the Betting and Gaming Council will give evidence during this part of the session.
MPs will be seeking to understand differing views on how gambling should be taxed, including the potential revenues which could be generated and any potential impact on the sector.
Given the hugely varied landscape of gambling businesses, from bingo halls and racecourses to casinos and online games, the Committee may choose to ask witnesses how this should be considered in a tax regime for the whole gambling industry.
Issues such as how to tax organisations whose operations are largely based overseas and possible impacts of higher taxes on the UK jobs market are also likely to be discussed.
