Work of the Building Safety Regulator examined by Housing Committee

On Tuesday morning, the Housing, Communities and Local Government (HCLG) Committee will explore the challenges surrounding the Building Safety Regulator (BSR), with witnesses including Dame Judith Hackitt, Chair of the Building Control Independent Panel and author of the independent 2018 review of building regulations and fire safety.

In this one-off evidence session, the cross-party group of MPs are expected to explore questions around the challenges of balancing robust safety measures with the need to build more housing. MPs will examine the time taken to get BSR decisions, reasons for the delays, control over BSR standards, and the relationship between BSR delays and home building.

The Committee is also expected to examine how the BSR works with industry, the resources at the BSR, and the BSR’s strategic direction and accountability.

The Committee will hear from Allan Binns, Director at Project 4, and from Melanie Leech CBE, Chief Executive, British Property Federation.

The Committee will also have the opportunity to ask the newly appointed Non-Executive Chair of the Building Safety Regulator board, Andy Roe, about his vision for the future of the organisation and how it will address issues within the BSR.

Andy Roe will be joined by John Palmer, on secondment from MCHLG to the BSR, and acting as its Director of Operations since July 2025.
