Possible areas for discussion with witnesses include:

  • The risks and benefits of using proactive technologies such as hash matching for content moderation, and how tech platforms can be held to account for their use of those technologies.
  • The proposed changes to recommender systems and how to achieve the right balance between supressing illegal content and protecting free speech online.
  • The proposed approach to livestreaming moderation and whether Ofcom’s desire for platforms to use human moderation for livestreams is realistic.
  • Gaps that remain in tackling the spread of illegal content online and how Ofcom can keep pace with developments in online harms and technologies.
