Delivering 1.5m new homes and investing in public infrastructure - Housing, Communities and Local Government Committee land value capture inquiry
The Housing, Communities and Local Government (HCLG) Committee continues the public evidence sessions for its inquiry on land value capture, hearing from housing and planning experts, including representatives from the Royal Town Planning Institute, National Housing Federation, County Councils Network and Savills.

The cross-party Committee expect to ask questions on possible reforms to the current system of developer contributions towards affordable housing and infrastructure. MPs are also likely to examine the Government’s plans to reform compulsory purchase compensation rules, how increases in land value may be captured more effectively for public good, and the viability assessment process.
The Committee is also likely to explore how land value capture mechanisms could be optimised to operate with the Government’s planning reform agenda, including the delivery of New Towns.
The Committee’s inquiry is covering a range of topics, including potential reforms to the existing section 106 and Community Infrastructure Levy (CIL) regimes, proposals for new mechanisms of land value capture, such as a land value tax, and arguments in favour of the retention of the current system.
