National security ‘by design’: SITC continues inquiry on cyber-resilience of Critical National Infrastructure 

In this second inquiry hearing, the Committee will explore how emerging and “secure by design and default” technologies can improve the cyber-resilience and security of the Critical National Infrastructure (CNI) that underpins UK communications, finance systems, energy supplies and public services.

“Secure by design” is an approach to software development that integrates cybersecurity throughout the development life cycle. This is intended to make the software or hardware more cyber-resilient and secure from its developmental foundations up, rather than retrofitting security packages and fixes.

Much of the UK’s CNI is operated by the private sector, increasingly using proprietary hardware and software that often have vulnerabilities that can be targeted by malign actors. The UK Government has made the “secure by design” approach a national strategic priority for its digital infrastructure.

The Committee will also explore how emerging technologies, like artificial intelligence, are being used both offensively and defensively in the battle to secure the UK’s CNI.
