Chris Philp questioned on Police and Crime Commissioners
The Home Affairs Committee will question Minister for Crime, Policing and Fire, Chris Philp MP, on the impact that Police and Crime Commissioners have had on the governance of policing since their establishment 11 years ago. It will examine whether their introduction has led to improvements in the democratic oversight and accountability of police forces, and their role in the police complaints system. The Committee will also question the minister on whether scrutiny of Police and Crime Commissioners themselves is up to scratch and ask if stronger measures are needed to deal with poor performance.

In five areas of England, Commissioners have responsibility for the fire service as well as policing. The Committee will question the Chair of the National Police Fire Chiefs’ Council and the Police, Fire and Crime Commissioner for Essex on how this combined role has operated in practice and if it would be a workable model nationwide. This will include the impact they have had on the fire services within their jurisdiction and whether it has led to improvements in collaboration with police forces.
