With less than a month to go until the start of COP28 in Dubai, the Environmental Audit Committee will hold an evidence session with the Energy Security and Net Zero Minister, and Ministerial Head of Delegation for the UK at COP28, Rt Hon Graham Stuart MP.

Likely areas of questioning

The hearing will focus on what the UK’s priorities are for COP28, across a range of areas including climate finance, nature and sustainable cooling.  

Amid concerns that UK climate leadership risks being diluted due to recently announced delayed targets on domestic net zero policies, MPs will be looking to the Minister for clarity on the UK’s overall progress in cutting emissions. Part of this will include the achievability of the UK’s Nationally Determined Contribution (NDC) to reduce greenhouse gas emissions by at least 68% by 2030 compared to 1990 levels: a commitment that was made at COP26 in Glasgow. In June 2023, an assessment by the Climate Change Committee stated that the prospects of meeting the NDC “has worsened since last year”.
