Recruitment issues and bullying in the Civil Service on MPs’ agenda

The Public Administration and Constitutional Affairs Committee questions Rupert McNeil, former Civil Service Chief People Officer, on a range of human resources (HR) related issues in the Civil Service in a one-off scrutiny session.

The session also covers the handling of allegations of bullying and harassment in Government. MPs will investigate issues arising from tensions between ministers and their officials, with discussion likely on high-profile dismissals of senior civil servants, as well as Government concerns about civil servants’ competence and impartiality.

The Committee is also likely to discuss Civil Service recruitment and retention issues, such as low staff morale, high levels of turnover, and difficulties attracting external talent. Last year the Government announced its commitment to reduce the Civil Service by 20 per cent and the Committee is likely to ask how this figure was agreed and the implications of planned Civil Service cuts on efforts to strengthen capability in key areas.
