Health and care service providers to be questioned on impact of new ICSs
The BMA, NHS Providers and the Royal College of Psychiatrists are among service providers appearing before MPs in the second session of the inquiry into Integrated Care Systems, examining the delivery of joined-up health and care services.
Among areas likely to be explored: the level of “buy-in” to the new structures from commissioners and providers; how far the equal partners model operates with a risk of being too focused on the NHS and to consider whether there needs to be greater accountability across partnership working.

The purpose of the inquiry is to examine the ability of ICSs to operate with autonomy and to deliver on local priorities while meeting central targets set by the NHS.

- Forty-two new ICSs were established with a statutory footing across England on 1 July. Each ICS includes two core statutory elements: an Integrated Care Partnership bringing together the NHS, local authorities and other organisations, including those from social care, as equal partners to focus more widely on health, public health and social care; an Integrated Care Board a statutory NHS organisation responsible for developing a plan for meeting the health needs of the population, managing the budget and arranging for the provision of services in the area and adopts many of roles of the now abolished clinical commissioning groups.
