1. Matters arising from the informal note
The Chair asked the Director of Finance to investigate how the Committee might best be provided with summary information about individual capital projects.
2. Northern Estate refurbishment and R&R
The Committee reviewed progress with Northern Estate Refurbishment, noted that (with allowance for contingency) the likely completion date was now 2022, explored its inter-dependencies with the Restoration and Renewal (R&R) Programme, and agreed its advice to the Commission.
The Committee took note of an up-date on the R&R Programme.
3. Delegations' Administrative Guide
The Committee agreed that the proposed text should form the basis for further consultation with delegation members and that the Committee should recommend a final text to the Commission in March.
4. Supplementary Estimate (Administration Estimate) and votes on account
The Committee agreed to:
- Recommend to the Commission an Administration Estimate supplementary to increase the resource provision for 2014/15 by £7.55m (£6.85m voted and £0.7m non-voted), reduce the capital provision by £4.4m (£4.6m voted less £0.2m non-voted) and increase the cash requirement by £18.5m.
- Recommend to the Commission an Administration Estimate Vote on Account for 2015/16 of £93.7m resource and £17.3m capital.
- Recommend to the Members Estimate Committee a Members Estimate Vote on Account for 2015/16 of £17.9m resource and £3.9m capital.
The Committee expressed its support in principle for a suggested change in legislation that would allow a merger of the Administration and Members Estimates, and agreed that a decision on whether to proceed with such a merger of the Estimates should not be taken until the next parliament.
5. House Governance Committee report
The Committee discussed the report.
