The EU Justice Sub-Committee is holding a one-off evidence session with ITV, Channel 4 and the Premier League on the EU's proposal to make on-line content services available to subscribers when they travel to other EU countries (known as “portability”). EU ministers have just agreed a first draft of their revision of the Commission's proposal, in preparation for negotiations with the European Parliament. The Sub-Committee's interest will include finding out to what extent these three on-line service providers support the proposal, and to what extent they still have concerns about it, including in relation to its impact on territorial licensing.
