Former Italian Prime Minister to give evidence to the Committee

25 June 2015

The House of Lords EU Financial Affairs Sub-Committee will put questions to Mario Monti, current Chair of the EU's High Level Group on Own Resources.

The Group is considering the current system of income to the EU budget. Mario Monti is the former Italian Prime Minister and EU Commissioner for Competition.

Peers will ask Mario Monti about his group's work on the revenue side of the EU budget and attempts to reform it, to become more autonomous, simplistic, transparent and fair. He will also respond to questions on whether complex correction mechanisms should stay in place and what impact any reforms will have on the UK rebate. Mario Monti will also be invited to explain whether the decision making process that finalises the EU budget's revenue can become more democratically accountable.

Possible Questions

  • What is the mandate of the High Level Group on Own Resources?
  • Why have previous attempts to reform the system of Own Resources not been successful? What are the main obstacles?
  • What is the impact of the EU's system of Own Resources on the effectiveness and focus of the EU budget's spending?
  • What impact will the reforms have on the correction mechanisms in place, in particular the UK rebate?
  • How should National Parliaments and stakeholders engage in the reform of the Own Resources?

The Committee will meet Mario Monti on Tuesday 30 June in Committee Room 3 at 10:00am. This is a public meeting.
