Likely areas of discussion

The EU Financial Affairs Sub-Committee is investigating the implications of Brexit for the UK's contributions to and receipts from the EU budget. It will consider the status of the UK's position in respect of the 2014–20 Multiannual Financial Framework should Brexit happen before it expires as well as ongoing liabilities resulting from commitments agreed to under annual budgets. It will also consider EU programmes where the UK may wish to contribute following Brexit and the implications of seeking a deal in which the UK continues to contribute in exchange for access to the single market.

The witnesses are likely to answer questions on the following areas:

• The legal status of the 2014–20 MFF deal and whether the UK is committed to paying its full share until 2020
• The extent to which the UK is legally liable for budget commitments already made and those due to be agreed before Brexit
• The status of ongoing funding for EU pensions
• The extent to which the UK ‘owns' a share of the EU's assets
• The legal status of UK receipts from the EU budget following Brexit.
