The report is being debated alongside another European Union Committee report, the EU Action Plan against Migrant Smuggling, published in November 2015.
The report on Operation Sophia concludes the EU naval mission to tackle people smuggling in the central Mediterranean is not working. While Operation Sophia is performing an important role in search and rescue, the mission does not in any meaningful way deter the flow of migrants, disrupt the smugglers' networks, or impede the business of people smuggling. It calls on the EU to create a wider strategy, which would build resilience in the countries of origin, target the profits of the smugglers, provide support in-country, and inform and engage the public on the phenomenon of the mass movement of people.
