PACAC to hold pre-appointment hearing for Chair of ACoBA

12 March 2020

The Public Administration and Constitutional Affairs Committee (PACAC) will hold a pre-appointment hearing with the Rt Hon Lord Pickles, the Government's preferred candidate for the role of Chair of the Advisory Committee on Business Appointments (ACoBA) on Tuesday 17 March.

The purpose of the Advisory Committee on Business Appointments is to consider applications from former ministers and senior civil servants on the roles they may take up within two years of leaving public service. It must ensure that public servants privy to sensitive information do not benefit financially from exploiting that information once they have left public office. These restrictions are also designed to ensure that decisions taken by public servants are not influenced by the prospect of future gain on leaving office.

A pre-appointment hearing is an opportunity for a select committee to scrutinise the quality of ministerial decision-making over appointments. It will also assess a candidate's suitability for their appointment, including their knowledge, skills and independence.

The Rt Hon Lord Pickles was Conservative MP for Brentwood and Ongar from 1992-2017. He was made a Life Peer in 2018. He was formerly Secretary of State for Communities and Local Government 2010-15, and Chairman of the Conservative party 2009-10.
