Purpose of the session

This session focuses on the background to the Strathclyde Review, including:

  • the idea that a convention exists on the House of Lords' ability to reject Statutory Instruments
  • the constitutional significance of the House of Lords' votes on the Government's Tax Credits regulations in October 2015
  • the appropriateness of the Government's response in establishing the Strathclyde Review
  • the Review's recommendations and their potential implications
