Committee raises concerns about lack of information to support measures to relieve pressure on prison places

In a report published today, the Committee has highlighted concerns after considering the draft Home Detention Curfew and Requisite and Minimum Custodial Periods (Amendment) Order 2024.

The Draft Order would bring forward the point at which an offender may be eligible for release under curfew (“Home Detention Curfew”) from 180 days before their automatic release point to 365 days before.

The report draws the Draft Order to the special attention of the House on the ground that the explanatory material laid in support provides insufficient information to gain a clear understanding about the instrument’s policy objective and intended implementation.

The Draft Order will be subject to the affirmative procedure, which means that both Houses of Parliament must approve it before it becomes law. The House of Lords will consider and debate the Order on Tuesday 10 December. The proceedings can be watched on demand at Parliament TV.
