Commission Work Programme 2016: EU Committee sets out views

9 December 2015

The Lords EU Committee has today written to Commission President Juncker, setting out its views on the Commission Work Programme 2016, 'No time for business as usual'.

The issues

The Committee welcomes the Work Programme, and the Commission's continued commitment to introducing a reduced number of new proposals and to withdraw or review a number of others. The Committee also welcomes the Commission's prioritisation of legislative reforms that will have a direct impact on jobs and growth, the environment, security and the EU's links with an interconnected world. The Committee also seeks clarification on what the Commission has in mind when it promises to take "further steps to ensure that national parliaments have a strong voice in European decision-making."

The Committee's letter sets out its views on the Commission's proposals under the headings of:

  • Jobs, growth and investment
  • A connected digital single market
  • A resilient energy union and forward-looking climate change policy
  • A deeper and fairer internal market
  • A deeper and fairer Economic and Monetary Union
  • A reasonable and balanced free trade agreement with the US
  • Justice and fundamental rights
  • Towards a new policy on migration
  • A stronger global actor
  • A Union of democratic change
