Ivory Bill Scrutinised by Peers

The Constitution Committee today publishes a report on the Ivory Bill raising concern about the powers proposed for officials appointed by ministers. The Bill aims to prohibit the cross-border commercial export and re-export of ivory to and from the UK.
Key findings
The Bill grants an "accredited civilian officer", acting on behalf of to the Secretary of State, powers of entry, search and seizure. The Committee raises concerns that such broad policing functions are conferred to on a government appointee.
The Committee recommends that the Government should set out its justification for investing officials with such powers, and detail any safeguards for the proposed regime.
The Bill's Committee stage begins in the House of Lords on 10 September.
