Shadow Brexit Minister questioned on EU Withdrawal Bill

24 November 2017

The Constitution Committee hears evidence from Keir Starmer MP, Shadow Secretary of State for Exiting the European Union, and Tom Brake MP, Liberal Democrat Spokesperson for Exiting the European Union and International Trade, as part of its inquiry into the European Union (Withdrawal) Bill.

Witnesses

Wednesday 29 November in Committee Room 1, Palace of Westminster

At 10.30am

  • Rt Hon. Tom Brake MP, Liberal Democrat Spokesperson for Exiting the European Union and International Trade

At 11.10am

  • Rt Hon. Keir Starmer QC MP, Shadow Secretary of State for Exiting the European Union

Possible questions

Possible questions the Committee may put to the witnesses include:

  • What is your assessment of the Government's intention to stipulate the date of "exit day" in the Bill?
  • There has been considerable discussion about the possibility of a transitional period. Do you consider that the EU (Withdrawal) Bill adequately caters for such a possibility, or would further legislation be required?
  • Clause 5 states that the Charter of Fundamental Rights will no longer apply in domestic law. However, it also goes on to state that any fundamental rights or principles which exist irrespective of the Charter are not affected. Does getting rid of the Charter but retaining the underlying fundamental rights and principles, mean that we lose nothing in practice?
  • What do you consider to be the implications of the Bill for the balance of the power within the Union and the future of the devolution settlements, with particular reference to clause 11?
