Rivers Authorities and Land Drainage Bill contains "constitutionally inappropriate" powers, Committee warns

The Constitution Committee publishes a report on the Rivers Authorities and Land Drainage Bill.

Key findings
The Bill raises a number of constitutional issues, particularly in relation to the breadth of the powers afforded to ministers. The Committee agrees with the assessment of these issues made by the Delegated Powers and Regulatory Reform Committee in its report on the Bill and reiterates its view that the creation of public bodies using delegated powers is constitutionally inappropriate.
