Committee raises concerns over delegated powers in Civil Partnerships Bill

The Constitution Committee today releases a report on the Civil Partnerships, Marriages and Deaths (Registration Etc.) Bill.

Key findings
The Committee notes that the Bill is "effectively a skeleton Bill" containing Henry VIII powers and other regulation-making powers. The Committee echoes the reservations expressed by the Delegated Powers and Regulatory Reform Committee about the use of broad delegated powers and says that the Bill contributes to the trend of normalising the inclusion of Henry VIII powers in legislation.
